Why doesn't the government work on war footing on cloud-seeding to end drought?

My friend gave up rearing studs and growing olives in Toowoomba. I used to watch him looking up in the sky huge rain clouds float by. I asked him why don't you carry out cloud-seeding? He was all blank.Some help can be obtained from Israel. I believe they are expert on this
