What would you do in this situation?

there are these two annoying kids who play with my younger siblings and they always ask to go in the pool. my mom always says yes but she says no sometime they are always in our pool and its obnoxious because the younger girl always starts fights and she rudely asks to go in and if she can bring a friend. she eats our food and never brings anything.. if any solutions please answer!!!!
