Phlegm in babies throat?

My sweet little 2 month old daughter is just getting over an upper respiratory infection (cold) and everytime she eats she gets phlegm in her throat and no matter what I do I can't get it out! I let her lay and grunt, vaporizor, shower steam, etc. Plus I am wondering if this has happened to anyone else....is it normal? This is around the 11th day of the cold. She never had fever or felt bad, nor did she have a runny nose. All she did was sneeze and have bad congestion. Please anyone with similar experiences please share them so I know this is normal! Thanks!
